The man who murdered 22 people and injured 59 others has been named as Salman Ramadan Abedi, a Mancunian of Libyan descent ... Abedi was known to the security services but was not part of any active investigation or regarded as a high risk. He was viewed as a peripheral figure in much the same way as the Westminister attacker, Khalid Masood.
They are always "peripheral figures" until they kill their victims - but then it's too late to do anything about it.
We have a similar system in Australia for domestic violence. The police take note of all threats made against the potential victim but that's where the action stops. They can't actually do anything until something physical occurs. The victim is assured, however, that if her spouse does manage to kill her, the police will arrest him quick smart (because then her body can be used as evidence against him).
