Barton told Glenn Beck that if you pay 10% of your income to a preacher
then your car will last more than twice as long as your neighbours' and
your shoes will never wear out. He said:
We both tithe, we know the benefits of that, suddenly your cars go
200,000 miles rather than 80,000 miles, your clothes don't wear out as
fast. It's what the Bible says, [the Israelites] went for 40 years and
their sandals never wore out.

At the 30 second mark Barton says, "The bible specifically says that every third year in addition to paying tithes..." but then he drifts off to another subject.
I think he was about to reference Deuteronomy 14:28 [And at the end of every third year you shall bring out a tithe of your produce of that year and store it within your gates.]
Why
would theocrats be interested in that verse? Well some preachers
(especially the scammers) interpret that verse to mean that every third
year the flock should give the preacher an additional tithe on top of
the the tithes already being paid.
